National Security Coordinator – West Bank

 

SOS Children’s Villages takes action for children as an independent non-governmental social development organization. SOS Children’s Villages Palestine is in process of prequalifying a roster of professionals in Gaza Strip and West Bank to implement a humanitarian intervention. The main objectives of the project are to provide life-saving access to basic needs through multi-sector humanitarian assistance, as well as protection children, youth and their care givers, and to provide integrated and holistic durable solutions to support family recovery, build resilience and self-reliance by enabling early and long-term recovery.

Position Title: National Security Coordinator in West Bank

Location: National Office-Bethlehem

Status: Full Time Limited Contract.

Contract Type: Two Years Limited Contract subject to SOS Palestine priorities and fund availability.

 

The mission of the position:
The Security Coordinator will be responsible of all safety and security issues related to SOS Palestine. The Security Coordinator with supervise the security operations in Gaza as well. Security Coordinator works in close collaboration with the SOS Palestine designated team and supporting departments (finance, human resources, Family Strengthening Programme, and National Institutional Partnership Development (IPD). The position requires good written and spoken communication and writing skills and the ability to present ideas, building networks with local and international partners worked in Emergency Response Cluster in West Bank and guide efforts to improve security/emergency response partnerships and the programme capacity.

Key performance areas and main responsibilities:

·        Conduct regular security risk assessments of all country programs and offices to identify potential threats and vulnerabilities. Create action plans to mitigate identified risks and ensure their proper implementation.

·        Design, develop, and implement security strategies and management plans aligned with the organization’s overall strategy. Review and update these security policies and procedures regularly to respond to the changing security situation.

·        Provide security training to staff, including security awareness, risk mitigation, and incident response. Ensure that all staff members understand the security protocols and adhere to them.

·        Manage security incidents and emergencies, coordinating responses, conducting post-incident reviews, and making necessary modifications to security protocols based on lessons learned

·        Liaise with other humanitarian organizations, local authorities, and security agencies to share information and coordinate on security matters. Develop and maintain effective communication systems for security management, such as incident reporting and security advisories.

·        Ensure the personal security of all staff, particularly those operating in high-risk areas. This includes overseeing travel security, implementing and managing security clearances, and providing advice on personal safety.

·        Ensure the organization’s compliance with all relevant laws and regulations related to security management.

·        Develop, implement, and monitor procedures for the safekeeping of physical assets such as office buildings, equipment, and vehicles.

·        Prepare and maintain crisis management plans to ensure a quick, effective response to potential crisis. This could include evacuation plans, lockdown procedures, and contingency planning for potential disruptions to operations.

·        Provide security advice to the Country Director and other senior staff, supporting them in making informed decisions about operations and strategy.

Child Safeguarding (CS)

  • Responsible within own area of work to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
  • Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the IOR CS focal person and/or to the respective line manager

             Qualifications and Competencies for the position:

             Must Criteria:

  • Bachelor Degree in Disaster Management, Humanitarian Emergencies or other related field
  • 3-5 years’ extensive experience in planning, securing and managing funds from institutional donors as well as a through understanding of emergency programming.
  • Minimum three (3) years experience relevant to networking and PCM including project planning, budgeting, monitoring and reporting.
  • High level of computer literacy (including word processing, presentations, spreadsheet and project management applications).
  • Demonstrate evidence of medium/large proposals developed.
  • Understanding of program design.

  • Excellent organizational and problem solving
  • Strong interpersonal and communication skills
  • Experience of working in virtual teams/building effective working relationships.
  • Fluency in English language, oral and written, is mandatory.
  • Experience in Child Protection and contingency planning is a strong asset.

             Preferred Additional Criteria:

  • Candidate based in Bethlehem.
